This is an exciting time to be in the business of school facilities.  I am pleased to report to you that it is official: the Secretary of State has designated the Kindergarten through Community College Public Education Facilities Bond Act as Proposition 51!  Moving forward, the State School Bond Campaign will be known as “Yes on Proposition 51.” We are committed to passing Proposition 51, the $9 billion State School Bond which includes $3 billion for New Construction, $3 billion for Modernization, $500 million for Career Technical Education (CTE), $500 million for the Charter School Facilities Program, and $3 billion for community colleges.

Quarterly Message from the Chair: State School Bond, NextGen Symposium and CMMCP Boot Camp

Jenny Hannah 2016 - IMG_9563 retIn my last message, I focused on the most recent updates on the CASH-sponsored State School Bond Initiative, as well as highlights of the very successful 37th Annual Conference. This quarter, I will focus on recent polling showing strong support for the CASH State School Bond Initiative, the upcoming Planning and Funding Facilities of the Future Symposium, and the CASH Maintenance Management Certificate Program (CMMCP).

Polling Shows Strong Support for School Bond Initiative

CASH continues to roll out endorsements of the State School Bond Initiative weekly, which continues to broaden and deepen support for our campaign. On April 20, the Public Policy Institute of California (PPIC), a well-respected polling California polling firm widely read by Sacramento decision-makers, released its 12th annual survey Californians and Education. The report indicates strong support for funding local schools, stating that, “Most Californians…favor two proposals that are likely to be on the November ballot to increase it: an extension of the Proposition 30 tax increase on higher incomes and a bond measure to pay for school construction projects.” Specifically, the PPIC survey indicated that 76% of adults and 63% of likely voters would vote yes on a state school bond measure to pay for school construction projects, which is a very strong level of support for school facilities. The polling shows support is highest among Democrats at (83%), second highest among Independents (60%), and third highest among Republicans (51%). It is also noteworthy that an overwhelming majority of public school parents support a state school bond (84%).

Californians for Quality Schools Announces 93 School Board Endorsements of the School Facilities Bond Act

Measure on November 2016 ballot will provide needed funding for
school construction projects

Today, the Californians for Quality Schools campaign announced that 93 school boards of education located throughout California passed resolutions endorsing the Kindergarten Through Community College Public Education Facilities Bond Act of 2016. The ballot initiative that is qualified for the November 2016 ballot is $9 billion state school bond to address the multi-billion dollar backlog of school construction and modernization projects submitted to the state for matching grants. New DIR Website Includes Links to DIR Public Works/Awarding Body Activity

The Department of Industrial Relations (DIR) has launched its new website: http://www.dir.ca.gov/Public-Works/PublicWorks.html, which provides specific “links” for Awarding Bodies, Contractors, Apprentices, Prevailing Wage, and Certified Payroll Reporting.  There is a link on the main page for a searchable database for public works projects (public access). This link is important because the search will reveal the “DIR Project ID” number that is critical for the contractors’ ability to enter their certified payroll reports into the electronic Certified Payroll Records (eCPR) system. Awarding Bodies cannot see this number on their version of the form PWC-100 after it is filed – they must access the public version to obtain the number and then provide it to their contractor(s). Spring NextGen Symposium A Great Success!

05/21/15

How do we in facilities align the design of the physical classroom with ideas to engage learning, and address individual learning styles of students?  This was the goal of the Spring NextGen Symposium held in San Diego on Friday May 8 and it was a great success!  We had approximately 200 attendees made up of educators and facilities personnel, who spent the day together learning from national experts in the NextGen learning field, including researchers, designers and behavior specialists.  Attendees were afforded the opportunity to experience first-hand, five different learning environments that were on display during the symposium. State School Bond Initiative Q&A with C.A.S.H. Chair Jenny Hannah

C.A.S.H. and the California Building Industry Association (CBIA) have concluded that a State School Bond has to be on the 2016 November General Election ballot or there probably will not be a State School Bond on the ballot until 2020.   C.A.S.H. and CBIA have partnered and created Californians for Quality Schools (CQS) to place a $9 billion State School Bond on the November 2016 General Election ballot.

The Attorney General has issued Title and Summary for the State School Bond Initiative and we are now on the streets collecting signatures!

On Wednesday February 25, 2015, I was honored to become the new Chair of the Coalition for Adequate School Housing (C.A.S.H.).  I would like to thank the Board of Directors, and in particular our immediate Past Chair Joe Dixon who has left a significant legacy with his leadership on Californians for Quality Schools school bond initiative and the creation of the C.A.S.H. Maintenance Management Certificate Program. I will do my best to carry the torch as high as he did.  I would also like to thank our esteemed past chairs who created the tradition of excellence that we now try to uphold, including Gene Hartline, Bill Cornelison, Connie Barinoff, Mamie Starr and Kathleen Moore.  When my time is done as chair, I will be honored to join this esteemed group and be a resource to future leaders as they have been for me.
