Senate President Pro Tem Kevin De Leon has announced the appointment of Senator Bob Huff to the State Allocation Board. Senator Huff has served previously on the Board, and C.A.S.H. looks forward to working with him again in this capacity. Below is the press release from Senator De Leon. Call for Core Instructor Nominations
The Coalition for Adequate School Housing (C.A.S.H.) is currently seeking nominations for one (1) Core Instructor for the C.A.S.H. Maintenance Management Certification Program (CMMCP).
The CMMCP, also known as the C.A.S.H. Maintenance Academy, is an educational program designed to develop current and potential maintenance staff into leading experts in the maintenance arena. In response to the lack of state funding for school facilities, the Coalition for Adequate School Housing (C.A.S.H.) has qualified a State School Bond for the November 2016 ballot. The initiative provides $9 billion for New Construction ($3 billion) and Modernization ($3 billion) projects, as well as Career Technical Education ($500 million), Charter Schools ($500 million), and Community Colleges ($2 billion). The initiative also preserves the School Facility Program (SFP) under Chapter 12.5 of the Education Code. C.A.S.H. has taken this significant action because we believe the California Constitution requires the state to be a partner in school construction and renovation to ensure that schools are, “…safe, secure and peaceful” (Article IX Section 5 and Article 1 Section 28). C.A.S.H. believes that California’s children are worth the investment. Continue reading

C.A.S.H. Federal Update
Good news – The Senate Finance Committee approved a $95 billion tax extenders package extending 52 expired tax provisions for 2 years, including the Qualified Zone Academy Bond (QZAB) program. QZABs provide tax credits to assist the financing of school renovation, repair and modernization projects. The approved Modified Chairman’s package also includes a modification to the QZAB program reducing the required local match from 10 to 5 percent. This change should particularly assist small and rural school districts. The Finance Committee hopes to bring the extenders bill to the Senate Floor for approval before Congress leaves Washington for its summer recess. Continue reading

Today the Building Standards Commission (BSC) unanimously approved additional emergency regulations proposed by the Division of the State Architect (DSA), expanding upon the new water efficiency requirements previously adopted on May 29, 2015, for public schools and community college irrigated landscape areas. Today’s regulations provide additional implementation detail and supplant the regulations approved in the previous action, which were serving as a placeholder. Representatives from the Coalition for Adequate School Housing (C.A.S.H.) participated in the DSA stakeholder input process, and our feedback contributed to positive modifications that were incorporated in the final regulations, though the new requirements will still ultimately increase project costs.
