As part of his May Revision budget released on May 14, 2015, the Governor proposed to decrease Office of Public School Construction (OPSC) staffing by 37 positions, a reduction worth $4,470,000. This week, both houses of the Legislature took actions in their respective state administration budget subcommittees to approve this proposal. As such, it is almost guaranteed that the reduction will be incorporated in the final budget to be adopted by the June 15 constitutional deadline.
With the state out of school bond funds, the reduction appears to be simply a workload reduction proposal reflecting the current lack of state bond funds.
C.A.S.H. believes that once the Californians for Quality Schools initiative qualifies, and upon its passage in November 2016, OPSC will subsequently staff back up to meet the demand for state matching funds for facilities projects. We anticipate that the Governor will acknowledge and facilitate the will of the people once they have spoken at the ballot box.
