The Office of Public School Construction would like to alert all stakeholders that the February 24, 2016 consent only State Allocation Board (Board) meeting will include two items in which staff will request that the Board make corrections to the percentage increase for the change in the RS Means Construction Cost Index. As is posted on the meeting Index that was released earlier today, staff will request that the Board make the following corrections:
- Correct the previously approved percentage increase for the Annual Adjustment to School Facility Program Grants from 0.27% to 2.79%,
- Correct the previously approved percentage increase for the Index Adjustment on the Assessment for Development from 1.05% to 3.59%
We were recently informed by RS Means that the source data originally provided to us, (the data on which we based the January 2016 recommendation for the adjustment) was incorrect. In answer to our question as to what led to the error, RS Means stated the following:
“The spreadsheet in question was prepared using an index that was not comparing the same points in time on a year over year basis. The attached spreadsheet shows the correct information. I apologize for any inconvenience this may have caused.”
We understand that districts need to begin using the corrected numbers immediately and in response we are putting this forward to the Board as quickly as possible. We appreciate your patience as we resolve this issue.
